Panagoulis' idealistic motives were exploited by the then Minister of Interior of Cyprus, Polykarpos Giorkatzis, who was also the head of a parastatal organization of NATO and the CIA and a supporter of the dictator Ioannidis. Ioannidis aimed to overthrow or assassinate Makarios and Papadopoulos and establish his own dictatorship in Greece and Cyprus.
